The Supplemental Nutrition Assistance Program (SNAP), despite its overall success in reducing food insecurity, has both historic and present-day policies that hinder access to several marginalized populations. The 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), also known as welfare reform, introduced several policies limiting SNAP access. These policies directly include communities of color, immigrants, underemployed individuals, and those with prior convictions. Since then, advocates have worked to dismantle these harmful policies rooted in racism. In this session, advocates will learn about the history of these policies, how they negatively impact marginalized groups, and what can be done to make SNAP equitable for all.
